I have the honour to draw your attention to the fact that the British Kowloon School is approaching completion, and to request you to be so good as to communicate with the Crown Agents with a view to procure the services of a Master and Mistress.
2. I have applied under separate cover for an increase to the 1902 Estimates under this head. The salaries of the Master and Mistress are included in Estimates for 1900 though not in those for this year.
Agents:-
The following points should be made clear to the Crown
I. Headmaster. (a). Salary at $1,800 + compensation (say $450) about £225 per annum with dollar at 2/x.
(b). He will come out on an agreement for three years. His passage 1st Class Japanese line will be paid out, and at the end of three years should either the Government or he elect to terminate the agreement, his passage will be paid home.
(c). At the end of three years should the Government desire to retain his services, he will be put on the fixed establishment, on a salary of $2,100 with compensation, rising after 3 years to $2,400 with compensation.
(d). Free quarters are given.
II. Headmistress. (a). Salary $600 + compensation (say) £75.0.0.
(b). See above.
(c). If put on the fixed establishment the salary at the end of 3 years will be raised to $900, and at the end of 8 years to $1,200.
(d). Free quarters.
III. Eurasians, Boys and Girls.

V. The education will be of such a character as to enable the scholars to enter in the ordinary course for the Oxford Local and similar examinations.
VI. The school is a day school.
The children will be English and Chinese and
It is necessary that the Master and Mistress should be a married couple and young (not over 35 at the outside) but with practical experience in teaching.
3. I have in my proposals made increases to the salaries, according to the system current in this Colony. I do not know whether this will require the approval of the Secretary of State for the Colonies.
